"Rationale : The DDA agriculture negotiations have been under way in order to further liberalize agriculture trade, but due to conflicting interests among member countries, it took them too much time to agree to the framework for complete negotiating modalities.

Since the July 2004 Framework, there have been several major negotiating proposals by major players such as the US, EU, and G20, which we believe would have tremendous implications for the future of family farmers and agricultural cooperatives. Issues of big concerns to them, for example, in the market access pillar, may include drastic tariff cuts, tariff capping, sensitive and special products, etc.

The April deadline for establishing the modalities as agreed in the Hong Kong Ministerial Declaration was virtually missed, but it is expected that member countries will step up their efforts to conclude the negotiations by the end of this year."


ICAO worked together with ICA AP to organize a joint workshop to address the recent developments in the WTO/DDA issues, and sought to find diverse strategies put into practice in different regions with different agriculture settings.

The Workshop was organized in association with 37th IFAP World Farmers¡¯ Congress in Seoul, Korea. Around 70 participants from ICAO, ICA AP and IFAP members were in attendance.

Before lunch, IFAP Asian Farmers Committee, chaired by Mr. Raul Montemayor, was held with 3 sessions on agricultural situation and major concerns of farmers in Asia and Pacific.

The joint workshop proper was held after lunch break with 2 sessions, also being chaired by Mr. Montemayor. During the 1st session, Dr. KIM, Jin-kook, the Agricultural advisor and Sectoral information manager of the ICA Secretariat office in Geneva delivered his presentation on ¡°Update on WTO/DDA negotiations and its impact on family farms and cooperatives¡±.

3 Presenters from ICAO or ICA AP members joined the case studies session thereafter on ¡°How do the cooperatives and family farmers effectively meet the globalization?¡±. Mr. Phanuwat Wanraway from Cooperative League of Thailand, Mr. Bhagwati Prasad from ICA AP Secretariat in New Delhi, India, and Mr. Toshio Yamada from JA-Zenchu joined the Case studies session.
