ICAO Vice-Presidents
According to the ICAO Rule, ICAO shall have four Vice-Presidents representing four regions, including Asia, Africa, Europe and Americas. ICAO General Meeting held at Geneva, Switzerland on December 18th, 2009 elected four Vice-Presidents and two executive committee members hereunder whose service terms will run until 2013 ICAO General Meeting.

Mr. Hiroshi Tsuchiya
(for Asian region)
JA ZENCHU, Japan
Mr. Hiroshi Tsuchiya Mr. Hiroshi Tsuchiya is Executive Director of Central Union of Agricultural Co-operatives (JA-ZENCHU).
Mr. Tsuchiya graduated from Okayama University in 1976 and joined JA-Zenchu in the same year. He engaged in the filed of agricultural policy and then involved in the set-up of Auditing Structure. After experience of Manager of JA Auditing Structure and Administration Department, he has served as Executive Director in charge of education, general affairs and international cooperation since 2005.

Federation of Norwegian Agricultural Co-operatives, Norway
Mr. Eugen T©ªmte Mr. Eugen T©ªmte is the Director for politics, business and cooperative affairs in the Federation of Norwegian Agricultural Cooperatives. He has had several positions in this organisation since 1988, and has been working with agricultural cooperatives since 1974.

Mr. Tibamwenda Tom
Wa-Kighoma

Uganda Cooperative Alliance, Uganda
Mr. Tibamwenda Tom Wa-Kighoma A long time cooperator, Tom is currently in his 14th year as a leader from the level of District Cooperative Union to National Cooperative Unions. He has served as an elected member to the Nyakatonzi Cooperative Union Ltd Board since December 1995 and worked as a Director of Uganda Cooperative Transport Union Ltd from 2001 to until 2006, when he was elected the Chairman of Uganda Cooperative Ltd (UCA), the National Apex body of all cooperatives in Uganda. In November 2008, Mr. Tibamwenda Tom was elected to the Board of International Cooperative Alliance Africa Region.

Mr. Americo Utumi

Organisation of Cooperatives of the Americas, Brazil
Mr. Americo Utumi Mr Utumi has most recently worked as the ICA President's chief advisor and is member of the Consultative Committee of Sao Paulo State Organisation of Co-operatives (OCESP). He began his co-operative career in 1952 in a farmers' co-operative and has held a variety of positions in the Brazilian co-operative movement including Vice-President of OCB, President of OCESP (for four mandates), Director-General of OCB and President of CAC Rural Credit Co-operative. Mr Utumi has been member of the Board of the Organisation of Co-operatives of the Americas (OCA) as well as Executive Secretary of the International Co-operative Agricultural Organisation, an ICA specialised organisation. He has also held governmental posts such as Secretary of Supply for the City of Sao Paulo, and advisor to the Secretary of Agriculture of Sao Paulo State and to the Institute of Cooperatives and Associations.

Indian Farmers Fertilizer Cooperative Ltd, India
Dr. G.N. Saxena Dr. G N Saxena is presently the Head of Board of the Indian Farmers Fertilizer Cooperative Ltd. And shares Agro Mktg. and Cooperative Services Depts. at Head Office, New Delhi, India. He is vested with the responsibility to keep the activities of IFFCO within the frame of Cooperative Act and Cooperative Principles including interpretation & implementation of Bye-laws & Cooperative Acts. He has to maintain a networking and channel building with about 40,000 member cooperative societies of IFFCO. Dr. Saxena is widely known among cooperators within and outside India and presently considered to be one of the experts on cooperative Laws.

Mr. CAFER YUKSEL

National Union of Turkish Forestry Cooperatives, Turkey
Mr. CAFER YUKSEL Cafer YUKSEL is the President of the National Union of Turkish Forestry Cooperatives (OR-KOOP) which founded in 1997 and currently has 27 regional unions, 2.500 primary cooperatives and 300,000 partners all over Turkey. He is also the Vice-President of the National Cooperative Union of Turkiye, the apex organization of all cooperatives in Turkey which is also a member to the ICA. He founded cooperatives in the villages and environs he worked as a teacher. In 1978, he became the founding President of OR-KOOP Regional Union in Sinop, a Black sea city of Turkey. He resigned from teaching in the same year in order to dedicate his whole time to the cooperative movement. In 1997, he founded and became the President of OR-KOOP Central Union.
